Dave Brown, President: – Dave entered the field of accident reconstruction in 1991 as a licensed Professional Engineer while living in North Carolina. He is an ACTAR (Accreditation Commission for Traffic Accident Reconstructionists) certified accident reconstructionist with specialized training from the Northwestern University Traffic Institute, University of North Florida Institute of Police Technology and Management, and holds a degree in Mechanical Engineering from the University of Texas at Arlington.  Dave has been a lead consultant with JAM/MVA Reconstruction Service, Inc. (JAM/MVA, Inc.) since 2006, and is a member of the Society of Automotive Engineers and Professional Society of Forensic Mapping (PSFM).  In addition to accident reconstruction, he has an extensive background in mechanical engineering design and testing in the aerospace and machine design industries. He has testified many times in depositions and trials, and has been qualified as an expert in the fields of accident reconstruction, mechanical engineering and machine design, in both State and Federal courts. Dave specializes in commercial vehicle accidents, analytical computer simulations, animations, photographic analysis and multimedia presentations and exhibits.

DSC_0035 2882 x 2794Lee Jackson, Vice President: – Lee Jackson got involved with crash reconstruction in 1988 as a member of the Fort Worth Police Department. For over two decades he served in the Traffic Division where he investigated fatalities, injury, and property damage crashes. He spent seven years in the Traffic Investigation Unit (TIU), which was charged with investigating all fatality and hit-and-run crashes. While assigned to the unit, he started attending classes and seminars on the scientific principles of crash investigation.  In 1990, Jackson applied his expertise to a private-sector endeavor: Traffic Crash Reconstruction, Inc. This is a self-contained investigation unit that can be anywhere in the state, or bordering states, within 24 hours.  In 2002, Jackson and a colleague were selected to start the Commercial Motor Vehicle Enforcement Unit for the Fort Worth Police Department and ultimately were certified by the Texas Department of Transportation to conduct DOT Level 1 inspections.  Jackson retired from the Police Department in 2010 and has turned his attention to education, and consulting in crash investigation and reconstruction on a full time basis. In 2012 Jackson won the first national ARAS 360 Forensic Animation Contest, and has generated numerous animations used in the litigation process. Jackson has taught 5 different levels of accident investigation classes with more than 2,000 hours of classroom experience.

Michael Yosko, Secretary:Michael has been an active member of TAARS since 1990, and served as Director of Region IV before being appointed to fill an un-expired term as Secretary in 1995. He has been the TAARS Secretary ever since. Michael retired from the Port Arthur Police Department in 1999 and is currently the owner of M. R. Yosko Consulting, LLC, a company he established in 2003. He is still an active instructor for area Citizen’s Police Academies, various reconstruction classes, and is a certified CDR Technician I & II Trainer. He is a member of the National Association of Professional Accident Reconstruction Specialists (NAPARS), the American College of Forensic Examiners International (ACFEI), the Professional Society of Forensic Mapping (PSFM), the American Society of Safety Engineers (ASSE), the Society of Automotive Engineers (SAE), the Transportation Response and Safety Research Group (TRSR), the INCR Group and the CDR Users Group. He holds ACTAR (Accreditation Commission for Traffic Accident Reconstructionists) Accreditation #271. His wife believes that he is active in TAARS because we like to get together and break things: cars, bicycles, trucks, trains.

Mike Andrews, Treasurer: – Dr. Andrews has been a regular member since 1995 and has served as Director, President, and Treasurer.  He is regularly involv

ed in meeting organization, testing, and makes occasional presentations.  Dr. Andrews is a physicist (Ph.D, 1987, North Texas State Univ.) and computer scientist that came to accident reconstruction through his background in scientific software development and computer modeling.  He began his work in accident reconstruction in 1987.  He has taught several courses related to accident reconstruction through Texas A&M University and United Transportation Technology.  He has also taught Astronomy and Physics at several local colleges.  He is co-owner of Complete Accident Reconstruction Service, Inc. (CARS)


Board of Directors:

Mark Wood, Director Position I: –  Mark has been a regular member since 1995.  He currently resides in Sherman, Texas and has been employed with the
Sherman Police Department for 15 years.  Mark is currently assigned to the Traffic Safety Unit.  Mark holds Advanced and Instructor certificates with the Texas Commission on Law Enforcement Officer Standards and Education.  Mark has extensive training in Forensic Mapping and MapScenes. Mark has been a member of the Critical Accident Investigation Team at Sherman PD since 1998 and has been an active investigator in over 100 fatal crashes.  Mark is also an instructor at Texoma Regional Police Academy located at Grayson County Junior College.  Mark is a certified Collision Reconstructionist and has testified in Grayson County Texas District Courts in the field of Collision Reconstruction.  Before Mark became a Police Officer he worked at LOF in the Mold Shop as a toolmaker and Don’s Exxon as a mechanic.

311482_4486440074391_44258021_nBrian Andrews, Director Position II: – Brian has bachelor’s degree in Engineering Physics and Physics from Tarleton State University.  Areas of study include Engineering, Physics, Mathematics, and Computer Science.  He has completed formal training in Accident Investigation, Accident Reconstruction, EDR technician and analysis, Commercial Motor Vehicle Investigation, Reconstruction software, Animation and Crash Data Recording to acquire ACTAR (ACTAR # 2694) certification and is is also a member of the Society of Automotive Engineers.   He has over 7 years of experience in accident reconstruction and is continually learning to further his education and qualifications in the field.

Tyson Kropp, Director Position III: – Tyson joined the Abilene Police Academy on June 1st, 2004 and was assigned to the Patrol Division upon graduation. On January 20th, 2009 he transferred to the Traffic Division where he is currently assigned as a motorcycle officer. During this time he has attended both the Police Motorcycle Operator and Instructor courses offered by Northwestern University and Harley Davidson. He has attended Advanced Collision Investigation, Collision Reconstruction as well as EDR Data Retrieval and Analysis courses.  He is a certified TCOLE Instructor and holds a Master Peace Officer license. Tyson currently provides instruction for the Texas Transportation Code, Collision Investigations and Police Motorcycle Operations. He also performs advanced collision investigations and reconstructions for the Abilene Police Department and has been recognized as an expert in District Courts of the State of Texas in both criminal and civil proceedings.  With the encouragement of Mike and Brian Andrews Tyson joined TAARS after attending the 2014 conference and was appointed to the Board of Directors in 2018.
